how does healing work now?

im thinking of making a pally,
couple of questions
1. Can you heal while in combat?
1/2. If you cant , if i max out life level, will it dramiatlcy decrease the time it takes to heal if not in combat?
2. What level life can i cast heal? how long does it take to cast?
3. Random question - When casting dragon breath, what does death do to the spell, increase damage?
